Amending return/fees

I had insurance through the marketplace the first half of 2019.  After I filed my taxes (free version) I received my 1095-A.

Now I need to amend my taxes, which I am doing on turbo tax. Problem is at first it told me that I had to upgrade to "plus" for $30.00. That was ok. Price I pay for my mistake. Then it told me that I needed Deluxe which is $60.00. Again, I was going to go ahead and pay it. But now it wants to charge me $50.00 for my State taxes. My State taxes have been completed, filed and I received my refund. The only thing that was changed with my state during the "amend" process was it said I had no email listed (oddly the first return went through fine). Turbo tax now wants $110.00 to add my 1095-A to my return.

Can this be correct???

Thank you:)

You don't have to amend your return in order to file Form 8962 and send page 2 of your 1040 only if the refund or owed amount has changed. You will use the add a state workaround to get back into the return posted below.

The IRS is requesting Form 8962 for 2019 - Community
