I have a test return in Home & Business and cannot reproduce the issue you posted.
I installed the Home & Business version in my laptop yesterday by downloading software using Licence Key provided to me by Turbotax product.
I tried E*Trade Import, It is not working .
Even Chase Investment option is not available to import 1099 documents from Chase to turbo tax.
previous years, the import options were working seamlessly. This year, may be Covid is after this product!!!!.
Not sure , whether they fix it or not? if so, when they fix it.
