1099 NEC confusing

1099-NEC.

When I enter it into the turbo tax software it treats this as a business and then starts asking about the business name and address.  It also states that a schedule C form needs to be filled out.  The State of Florida gave all Florida EMT/First Responders dollar amount and for 2023 tax season, the State of Florida sent all of us 1099-NEC tax form, and turbo-tax tells me that this is a business and need to fill out a schedule C.  can anyone please explain what i need to do on turbo tax please?

After you enter the information from the 1099-NEC, the next screen says "Describe the reason for this 1099-NEC." It doesn't matter what you enter. The description will not appear on your tax return. Enter a short description such as "First responder." Click Continue.

The next screen asks "Does one of these uncommon situations apply?" Select "This is not money earned as an employee or self-employed individual, it is from a sporadic activity or hobby." Click Continue.

The income will be reported as other income on Schedule 1 line 8z.
