1099 misc for contract labor

A contractor I paid needs a 1099. Can I fill one out in TurboTax

Yes, because you are using the self-employed version you have access to Quick Employer Forms.  Open your return, go to the top right and search on Quick Employer Forms and it will get you to the link to prepare the 1099.
