I got solar installed in November of 2022 and claimed it on my 2022 taxes in January of 2023 and received a rebate for it. But I paid off the solar loan in 2023 do I claim the solar as an expense for 2023 for a rebate? Thank you.

No. Paying off the loan for your solar system doesn't qualify for a rebate in 2023.
