Can I claim my daughter who is 23, a full time student and didn't live with me at all in 2019?

You may be able to claim your daughter as a dependent, it depends on the totality of your circumstances.  The facts you’ve stated don’t disqualify her.

Please see the TurboTax Help article Who can I claim as my dependent? for guidance.  Your answers in the TurboTax interview will determine whether you're eligible to claim your daughter as a dependent. 

When reading this article, bear in mind that, even if your daughter doesn't qualify as a "Qualifying child," she might be eligible as a "Qualifying relative." 

Also note that being away at school can be considered to be a "temporary absence."
