Why cant I use it for multiple state taxes?

If you are using Turbo Tax Desktop (CD) or download, then you could e-file up to 5 returns. If you are filing online, you may use the same email address for multiple users. Please see Turbo Tax FAQ. https://ttlc.intuit.com/replies/3420559
