Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.

Did the state give you the Feb 14 date?

This user has another post a couple of hours after this one at this link below, where she wrote "I got my state back", so it's very confusing.
