State Return - Why is it so high?

I only earned $278 dollars in Illinois, yet it says I owe $125 after already paying $14 in state income tax. What gives?

That is not right. A non-resident or part-year resident pays tax of 4.95%. So $278 times 4.95% is $13.76 which means you don't owe anything. Your income is less than $2,275 so you do not need to file an IL return. Delete the return.
