State install/e-file update loop: State not installed after installation or TurboTax needs to update prior to e-file

Anyone having this problem in Turbo Tax 2022? The tool for the state uninstaller is for Turbo Tax 2021.

This is the suggest workaround. Again this is for 2021.


If you're using the TurboTax CD/Download, you may experience an issue where your state is already downloaded but not showing as installed.  When you try to download your state, you get a message that Your software is up to date with the state product never installing and you're caught in a loop. You could also be prompted to update prior to e-filing and getting a message that says You're up to date.

 

Resolution

To resolve, close TurboTax and then:

  1. Download the TTStateCleanup.zip file and save it to your desktop or other easy-to-find location
  2. Double-click to open the zip folder
  3. Extract the contents of the folder to your desktop and open the extracted folder
  4. Right-click the downloaded file (TTCleanStates.exe) and select Run as Administrator
  5. Select your version (Personal or Business)
  6. Select your state from the dropdown menu and choose Remove (if you're having problems with multiple states, choose Remove all States)
  7. Once the tool finishes removing the state return(s), close it and reopen TurboTax
  8. Follow the prompts to update TurboTax at the prompt. It should start downloading your state
    • If it doesn't, click the State Taxes tab and download it from there

I tried this plus reloading my CD plus receiveing a download from TT plus shutting down my computer, my wifi, my router for at least a minute...nothing works. I did hear someone from TT while working with them that NYState would not accept on-line returns until Feb 7th but never could get that confirmed. I don't think  I have a computer internet problem since i can download , email, browse, etc. I give up.

I am having same issue. Done all that you have done and still get the continuous loop. Hopefully someone has another solution or TT provides an update.

I heard during one of my hous long sessions with TT that NYState won't allow on-line returns until Feb 7th but I can't confirm it

Some forms in your return may not be ready for e-file. Please see this Help Article for information and access to the “tool” that shows the availability of forms.


Please see this Help Article for instructions on how to resolve the state install/e-file update loop. It sounds like you already attempted to resolve the issue using the first set of instructions so you will want to begin where it says, “If this fix fails:”.

I have tried your recommendations several times as well as recheck my fed return, uninstalled, installed shut down checked my Browser and still can't get out of the loop. Thanks for the info though! I don't know were to go now. I have filed my tax returns for 8-9 yrs without any problems!!!!

The solution provided (download TTCleanStates.exe) is for Tax Year 2021 version of TT.  It does not work for the 2022 version.  Where is the download for 2022?

See the problem?  Yes, the FAQ says it was updated January 2023, but the download has not been updated for 2022. 

 

The good news is I finally got my state tax to work - using H&R Block's software.  I'm done with TT, full refund request submitted.

Ditto, state cleanup patch was for 2021 but I tried it anyway - removed the state version from my 2021 tax folder just like it was designed to do and did nothing to the current 2022 files. Spent 45 minutes with an IT Tech specialist (finally!) who walked me through a thorough clean-up of my existing system (typical activities like clearing all cached data, removing all security software, etc.), and even provided a free download of the state file.  Ran the .exe from the state download and it successfully installed the state return files on my system, but restarting Turbotax brought me right back to the same error (your software is up to date!) and inability to start or open the state return.

Resorted to filling out my state returns manually using the Department of Revenue website forms, next year I'll be switching to H&R Block.

Turbotax Business 2023 has the same issue and the resolution does not work.  WARNING!!  THE PROGRAM WILL CHARGE YOUR CREDIT CARD MULTIPLE TIMES AS TT BUSINESS THINKS THE STATE IS NOT INSTALLED, HOWEVER finds the state download after the charge process.  

 

HUGE ISSUE!!!!  STOPS THE FILING PROCESS FOR TT BUSINESS 2023

 

BTW:  THE PROPOSED TTSTATEFIX ZIP FILE SOLUTION DOES NOT WORK!!!  EVEN UNINSTALLED AND REINSTALLED.  LOOP STILL EXISTS!  ISSUE WITHIN THE TT BUSINESS SOFTWARE CODE!!!!  PLEASE FIX ASAP.  BUSINESS FILING FOR STATES IS VERY SOON!!!!

I am looking for the same, the TTStateCleanup.zip file tax year 2023.  I'm stuck and can't complete my return and Intuit support was of no help being on the phone for 1hr+.

Tried that route with TTax cleanup.  It does not work on the 2023 Business version.  Intuit has yet to FIX the issue or LOOP when you attempt to complete your state business taxes.  In summary, if you are using PENNSYLVANIA, you can not file business taxes unless you ignore the state taxes... which is not possible to correctly file taxes by March 15, 2024. 

 

I wish Intuit would FIX THEIR SOFTWARE!!  Forget the Intuit help desk.  They are useless .

Does not work... they are useless.  Referenced the TTaxuninstall, which does not work.  It's clearly an issue within the TT Business app, and basically stalls anyone attempting to complete business taxes when using Pennsylvania state taxes.  Continues to be a loop.  Heard this issue occurs with other states as well.

yes.. does not work!.  Attempted it 4 times.  The loop keeps asking me to download the same state (pennsylvania) I have downloaded a couple times.  then returns to the "start" button... and the loop again.  Hope someone fixes this in the next couple weeks... so we can file by March 15 PA state business deadline..

Meanwhile.. preparing to get the competition software in the event Intuit software quality assurance is also stuck in a "loop".  Intuit will not have to pay the fines for last filing...

Agree... this issue is SO EASY to replicate.  Also looking at competition software so I am not involved in last filing issues...  3 others report working fine.

FYI:  UPDATE 2/4/24 @ 5PM ET:

  • After being on the phone with support for 1.5hrs, I think we may have narrowed it down to the State forms (causing the loop) are not approved for download yet.  For me, PA will not be available until 2/9/24 and the software does not recognize this fact.  Even though TT took my payment, my order is logging in my Intuit account, but under the downloads I see "TURBOTAX DESKTOP BUSINESS PA PART TAX YEAR 2023 DOWNLOAD" but the Windows Download button is missing.  However, it's there for other states.  I will find out on the 9th if assumption is true.

Thanks for the update.  Actually, I was able to download the Penna business LLC and Corp state versions.  When I select "start" the state business return, TT business goes into a loop.  Unfortunately, the completion is holding up the completion of the TT deluxe 1040, which does have forms pending until 2/14.  That said, I am a bit concerns as our state (Penna) has a 3/15 deadline for corporations and LLCs. Filing an extension does not stop the clock on last filing fees...

 

I will be curious how the date they gave you will play into this software issue.

Did you find a solution?  I've tried everything in the linked thread but they don't work for me.  I even made sure not to 'download the updates' once I realized they were again downloading CA which I'm trying to get rid of.  I didn't have this problem last year.  I'm so frustrated.

Hello.. Nothing!.  I tried a suggestion to uninstall everything, and clear out the configuration or hidden directories for 2023 throughout Windows 11 user and program data directories... then, reload both TT Business 2023 and TT Deluxe 2023 .  Finally, I loaded the current Tax business file for my LLC, and reloaded the Pennsylvania state TT file... and the same issue... The state loops around and around.  The State program never actually launches even though my Federal side is complete.  Therefore, I can only file the federal business taxes.  After talking to support for an hour, the issue does not appear to be on their radar.  Since I am ultimately responsible for my LLC taxes... and do not wish to incur state/federal interest for an extension after March 15th, I need to find a reliable source, and quite possibly '86 turbotax after 5+ years.  Sad to see system/app QA/QC is an afterthought today.. Was never that way years ago...
