I have the same problem. Seems to show state download as being there, but no form, data, or processing of state information. When attempting to remove state download, it does not show as even being present. Need help to complete state form.

The loop you describe is accurate, however your solution did not solve the problem for me. removed all states, tried to re-download, still getting the loop.
Edit: maybe working now. I went back in and uninstalled all states a second time for both personal and business separately. Now my states are actually downloading.
My purchase contained both federal and state returns but when I attempt to do my state I'm told I must Purchase a state program.
