State File Download Loop

Can anyone provide the TTStateCleanup.zip file for 2022 version?

I completed the federal 2022 taxes and keep getting stuck starting the state taxes. I seems to have downloaded but won't advance.

 

I found help here, with a file to delete the state file but it's for the 2021 version and I need it for 2022.

Thanks for the response. I tried all the steps in that article and still have the issue. It looked the the state file removal was for 2021 but I'm having the issue with the 2022 TurboTax program. Maybe a new state file deletion app could be created?

I'm having the same problem.  This is ridiculous.  The last few years I have been very disappointed in TurboTax with various bug issues that I must research how to fix.  When you buy a product you expect it to work out of the box.  After using TurboTax for probably more than 20 years I am seriously considering going to another product next year.  I buy this product to be a time-saver and it ends up not being a time-saver!

 

I was also outraged that it did not alert me that I had reached my AGI limit to contribute to a Roth IRA.  The product literally calculates my AGI and asks me about IRA contributions so why would it not tell me that I'm not eligible to purchase a Roth IRA?!?  I paid thousands in penalties.  So all the money I save by doing my taxes myself is wasted on penalties!

For anyone else having the issue, I ended up using a different computer (fortunately I had another one at home) and successfully finished the state filing.

 

Here are the steps I took: I saved the Turbo Tax progress file to a USB drive, downloaded my purchased copy of Turbo Tax to the other computer via the retailer,  uploaded the saved tax progress. I was then able to continue the state tax without issue.

 

It was frustrating as I tried everything to clear files and re download on my other computer, but something I couldn't get rid of whatever was in the system getting stuck on the state download.

I am having the same issues.   Its as if I wrote the same message with the exact wording concerning this loop and Roth IRA surprise!!    Never have I had such issues with Turbotax.....

Why don't you spend 10 seconds actually reading the post?  THERE IS NO "2022 VERSION OF YOUR FIX YOUR CRAPPY STATE DOWNLOAD PROBLEM" !  Is there a 2022 version posted somewhere?

Apparently, the only way to fix this is to completely uninstall and reinstall the main turbo tax product.  It will load all of your "state" installations if they have been purchased downloaded and installed previously. 

 

Turbo tax should FIX their product and save their customers headaches and save their company tons of money in support calls.

Has anyone got a fix for this ? I have done everything suggested ... uninstall, reinstall several times, tried a patch that was listed, tried this  2021 state clean up program ... still wont download my state return .  [removed] TT .  You need to address this issue now.

Is there a fix for state file download loop for 2023?  The fix link in the previous reply only works for 2022.

UPDATE 2/4/24 @ 5PM ET:

  • After being on the phone with support for 1.5hrs, I think we may have narrowed it down to the State forms (causing the loop) are not approved for download yet.  For me, PA will not be available until 2/9/24 and the software does not recognize this fact.  Even though TT took my payment, my order is logging in my Intuit account, but under the downloads I see "TURBOTAX DESKTOP BUSINESS PA PART TAX YEAR 2023 DOWNLOAD" but the Windows Download button is missing.  However, it's there for other states.  I will find out on the 9th if assumption is true.  

 

I am looking for the same, the TTStateCleanup.zip file tax year 2023.  I'm stuck and can't complete my return and Intuit support was of no help being on the phone for 1hr+.

Hi:  Those steps don't work.  The TTStateCleanup.zip file points to TY 2022.  I called Support and the 2023 version is not available.  Thanks .... a lot of folks keep pointing us to that article, but it doesn't work for TY 2023.

I am having the exact same trouble.  They were quick enough to charge my credit card.  I spent over 3 hours with multiple customer service people, including today which is the 9th.  It is ridiculous.

I had the same issue. I have no idea which of the following steps fixed the issue, but I got it to work. 

 

Version: 2023 Turbo Tax Deluxe, Desktop Edition

 

Issue: After completing federal return, I could not start the state return because it said I needed to download the state. I clicked download, selected the states I needed (Maryland and Connecticut) paid the extra $40 and clicked download. Some stuff happened, it said it was all good, but upon clicking start return, it said I needed to download the states (infinite loop). 

 

Failed attempts: Spoke to someone at Intuit for an hour. They were no help. There is no 2023 TTCleanStates.exe yet. They said the issue was that my state forms were not available yet (its Feb 9th). That was clearly a lie since an hour later I had fixed it myself. Then they said I needed to run a disk clean-up and defrag. I knew that wouldn't work. It didn't. They said to manually download the states and sent me a link. That didn't work. After hanging up with them I also tried uninstalling and reinstalling. That also did not work. 

 

Investigation: My turbo tax was installed in C:Program Files>TurboTax>Individual 2023. In that folder there is a folder called "Forms". That folder should have contained the state download packages. For example, Maryland is a folder called "mdi_23". Those state folders were not in there because the states were not being properly installed (I found the logs for the state installer files and the last few lines of the error log indicate the install was not successful).

 

Sequence of things I did that ultimately resulted in it working:

1. Logged into myturbotax.intuit.com.

2. Clicked on "Intuit account" (bottom left of screen)

3. Clicked on "Products & Billing" (left pane)

4. Clicked "licenses and downloads" under "TurboTax Desktop 2023"

5. Re-downloaded all of the files (for me that was 3 files - the main software, plus two separate state downloads). I saved all three files in a one new folder on my desktop. 

6. Double click/run the download for Connecticut. It does its thing and says it has installed (it hasn't)

7. Double click/run the download for Maryland. It does its thing and says it has installed (it hasn't)

8. Close turbo tax (if still open)

9. Uninstall Turbotax (control program -> add/remove programs)

10. Restart computer

11. Open the new folder on desktop (step 5). Double click/run the download for main Turbotax software

11a. Agree to the license agreement and click next

11b. Change the destination of the install to C:Program Files (x86), click next

12. The installer will run. Periodically it will ask about updates, I clicked "yes" to all/any questions during installation. 

13. During the installation one of the status screens indicated it was updating Maryland, then the same for CT. This was the first time I had seen anything acknowledging states.  

14. Install finished, opened Turbotax and voila, the states work! 

 

**Interestingly, the software didn't end up in Program Files (x86) even though that is where I told windows to install it; however, I think this step is what made the difference.  

 

This also happened last year. GET YOUR ACT TOGETHER Turbotax.

FYI:  I'm not saying it is the fix for everyone, but for those still having an issue, I was on the phone with support again for 45 minutes and got someone who provided this information.  PA may have finalized their forms on Feb 9th, but TurboTax will not have the software forms ready until Feb 16th.  The missing forms may still cause the loop where the software is not displaying a message to the effect.

In the linked fix...Fix #1 didn't work.  I tried Fix #2.  I can't seem to access my states without first having to 'update' which download the first state that I was trying to get rid of.  Cancelling the download doesn't work since I can't get to a place where I can download the new state without first 'updating' which downloads the old state.  Ugh!

 

I think I will have to try the 'new computer' route I saw below.  Luckily I only need 2 different states and have 2 computers.  But if you didn't, you would be stuck.

 

So frustrating.  Do better TT!

Hello.  Tried the "delete the installed TT business and TT Deluxe, and remove all hidden files related to anything turbotax 2023 (both versions deluxe and business), then reloaded both, synced my licenses and launched TT business.  Pulled up my business LLC taxes and prepared to File.  State still does not recognize I downloaded the State of Pennsylvania.  Again, the loop of downloading the state yet the State forms will not start. In summary, I can file the federal side, but the state side is MIA. 

 

Called Turbotax.. When they realized I was calling about the business software, TT support told me to call the IRS???

Putting my two cents out there, hopefully it helps someone else...

 

I tried a few things recommended in this thread, to no avail, and also from a few others but still it did not work.

 

After hours of troubleshooting, I was able to resolve my own issue with this problem.


It was fairly invasive, but on the surface, what needs to be done:


- Remove the software using the Add/Remove Programs (Programs and Features)

- Remove all directories on the system including Intuit, TurboTax or Turbo Tax (obviously being certain to NOT delete personal tax files)

- This includes under Program Files, Program Files (x86), Program Files\Common Files, Program Files (x86)\Common Files, C:\users\[username]\AppData\Local, C:\users\[username]\AppData\LocalLow, C:\users\[username]\AppData\Roaming

- Additionally, it requires a lot of searching the registry and removing items. This part you must be very careful with doing as deleting the wrong things could cripple the Operating System. For this part, search for Intuit, TurboTax, and Turbo Tax and most items, if not all, should be safe to remove. Obviously, do this at your own risk. I am not responsible for anyone damaging their system. I have worked in IT for 20+ years, so I know what to look for.

- Reboot the system

- Download the software. Log in to your Intuit Account and download the software that is licensed to you.

- Install the software. For me, I did not install the state package.

- Upon launching the software for the first time, activate it.

- Do not allow the software to auto update.

- Start a new return

- Click on State Taxes and continue the prompts to download the state package that you own.

-THIS TIME it should finally work for you

- After doing all of this, it should be safe to install all updates for the software and go back to using your actual tax return file.


Obviously, this is all YMMV and Do At Your Own Risk. 


I think there are enough responses from people on the support forums that should warrant the technical support staff for Intuit to supply end users with a Turbo Tax Removal Utility which would do all of the above legwork for them.
