Program Loop on State Return

Is anyone else having issues with a program loop when trying to download the state returns? I noticed that was a problem in 2020. I have worked through all of the 2020 suggestions short of Starting Windows in Selective Service mode. I have uninstalled and reinstalled. I have shutdown and restarted. Have there been any new fixes for this in 2021?
