Does CA. tax retirement annuities?

There was zero CA state taxes withheld from my federal employee retirement annuity. But when I fill out the 1099R screen T. Tax says I now owe CA state tax. I thought retirement wasn't taxed in CA, or does that only apply to SS?

In most cases it is still taxed. If you didn't have withholding you will have to pay the state to make up for any deficiency.
