Did you receive a 1099-G from the state of Colorado?
If so you have to declare that amount as income on form 1040, line 10.
In Turbo Tax, go to Federal Taxes, Wages & Income1099-MISC and Other Common Income. Look for State and Local Tax Refunds on Form 1099-G.
