No one in the user forum can resolve a billing issue. If you have a question about your TurboTax fees or billing, make sure you use the word “billing” in your request for help. Do not use the word “refund.”

Thanks for the reply. I am wondering if this is a mistake, then I request refund. Or it is what it is for the charge on state download.

There is no other "forum" to go to in order to seek a refund or resolve a billing issue. You use the customer support information already provided. When you have the Cd/download for Home and Business, it includes the software to prepare returns for one specific state of your choosing. It will cost $25 for e-filing those state returns--or you can print and mail them to avoid the state e-file fee.
If your program is somehow wanting to charge you for the state download then you need to talk with customer support to see what is going on.
