I completed using Windows Turbo Tax Deluxe to amend my 2022 New York State taxes. Turbo Tax insists it has to be e-filed per the state's policy, but Turbo Tax has closed the Intuit Electronic Filing Center for 2022. It says to file through the mail and provides a help link with nothing more than the closing dates. I succeeded in printing the forms but they do not include mailing instructions. I suspect New York State does not accept the amended tax form through the mail. Since the problem is the awkward way Turbo Tax handles New York's exemption of state pension income that I struggle to find every year, I would hope someone has found a workaround.
E-filing is closed for 2022. NY does an effective job of scaring people into thinking they cannot mail tax returns---but you can when e-filing is not available to you.
New York prefers e-filed returns, but there are certain circumstances that make it necessary for you to file your NY return by mail and the state DOES allow mailed returns. If you could not or did not e-file your federal return then your NY return cannot be e-filed. It has to be mailed. It is not possible to e-file any state return if the federal return was not e-filed and accepted by the IRS.
