I Purchased a second state for my TurboTax Premier yesterday. My credit card notified me it had been charged but it still hasn’t downloaded. The little circle keeps spinning it’s been almost 20 hours. What should I do?

Your system is terrible as many people are trying to add additional states; why don't you just use the current year's license code rather than user names and passwords that we cannot find.
