Access to State Tax Return

I am trying to file a tax return where the foreign income exclusion will be claimed.

TurboTax correctly indicates I do not need to file a state tax return because all income is foreign source and below the exclusion amount.

But I need to file a return to get a refund of state tax withholding that was mistakenly withheld.

How can I bypass the software's limitation so as to be able to complete a state tax return and claim the refund?

Thank you all in advance for considering my question and for offering advice.

To clarify, what was the income source from which the state taxes were withheld?

Hello Dave,

Thank you for your reply!

I have been able to resolve my issues by filing amended returns at both the federal and state level.

Thank you, so very much, for taking an interest in my question and for taking the time to reply.

Warmly,

Don Douglas
