A state or local government?

Is the University of Missouri-Kansas City  (CURATORS OF THE UNIVERSITY OF MISSOURI) a state or local government?

No, the University is not a government.

It is not specifically a "government".   However, University of Missouri is a public educational university of the State of Missouri.   University of Missouri gets significant funding from state government, and its employees get listed in state government employee publications.  Pensions from University of Missouri Curators are typically classified as "public pensions".

They are not opposite answers.  A government is typically defined as the governing body of a nation, state, or community.  In that context, it is not a "government".  This forum is intended to address tax issues.  My answer only adds additional information to assist with the more typical tax context.   Please let us know your context for tax issues or why you want to know?  If you give context, then the answers can address your issues.
