Information flows from the Federal return to the state return.   You must enter your 1099R into your federal return.  Trust the software to follow the tax laws of PA when it calculates your state tax.   The software has to follow all of the tax laws.

For Pennsylvania, retirement benefits paid "after becoming eligible to retire, and retiring" are not taxable.  When you prepare your Pennsylvania tax return, answer any questions about your 1099-R.

For your 1099R entry, click on the Search icon on the top row of your screen, enter "1099R" in the search window, and then click on the "Jump to 1099r" link to enter your 1099-R.  Continue through all the screens for 1099-R entry, to make sure you answered all the questions in that section.

If you are over age 59 1/2 the retirement plan distributions should not be taxable on your Pennsylvania tax return.
