On my Form 1099-R i have information entered in Box 15, however i cannot complete my taxes because it say that amount enter in box 15 cannot be greater than the gross distribution and it not. Also on my Form 1099-R box 15 says State taxable amount and on here it say Local withheld tax
Health benefits do not belong on a 1099-R at all. Boxes 15-17 are only for local taxes (rare). Looks like the issuer of the 1099-R was trying to give you some additional information and used a unused box to put it in. Leave boxes 15-17 blank.

Try deleting the form, then go back in to add it manually. Only input what is on the form and nothing else. This just worked for me
