Where can I access form 5329?

You the taxpayer don't normally generate the 5329, thus you have no reason to try to enter data on it. The 5329 is generated by TurboTax when it calculates Additional Taxes on Qualified Plans (including IRAs) and Other Tax-Favored Accounts.

 

Are you asking for how to enter data on the form, or how to see the form in your tax return? For TurboTax Online, you can't see this form until you have paid for your return.

 

For TurboTax desktop, you can see this form at any time by clicking on Forms on the upper right (Windows, I don't know about the Mac version), and scrolling down the list on the left.
