You can do so now. Go to Federal > Wages and Income > Retirement.
1) Desktop software? You maybe need to run a software update.
2) Is the date there for trying to "import" it from some other source? That would be under the other source's control....IF you have the paper forms, or PDF forms already, just skip the import...hit the "I'll type it in myself", and enter the 1099-R data from your paper forms.
I have the paper form and when I try to "type in myself", I still get the message that the IRS is not finished with this area but it should be ready by 1/21/2020
Then you need to update the software (Every week).
