To have federal tax withheld from your social security benefits, you will need to submit a W-4V form to the Social Security Administration (SSA). This form instructs the SSA to withhold based on the percentage you select.

More information about the W-4V is available here: https://www.irs.gov/forms-pubs/about-form-w-4-v

The link to the form itself is here: https://www.irs.gov/pub/irs-pdf/fw4v.pdf

Additional information is available on the SSA's website as well: https://www.ssa.gov/manage-benefits/request-withhold-taxes
