Is the NYS 1099-R withholding box 14a validation check wrong?

Is the validation check for NYS "Box 14a For electronic filing, New York State withholdings can not be greater than or equal to gross distribution or state distribution" incorrectly calculated?

Can you clarify?  Check if your Box 16 is blank, NYS requires a state distribution amount. You may need to manually enter the amount from Box 1 (Gross Distribution) into Box 16 (State Distribution) if the entire amount is taxable to NY.  Or ensure the withholding in Box 14 is actually less than the taxable distribution in Box 16.

Hello, your reply confirmed what I suspected, that a blank Box 16 was causing the problem.  I manually updated Box 16 to match Box 1 and the issue was resolved and my return filed successfully.  I think your response would be a great addition by turbotax  as a "more information" pop up on the page that flags this issue.  Your reply  was very helpful.
