IRA contributions do not affect MAGI per https://www.irs.gov/instructions/i8962 (2019). Turbotax article shows they do. https://tinyurl.com/yauc2nsn. Which is correct?

There are about a dozen different definitions of MAGI for different purposes. Some of them add back deductible IRA contributions and some don't. MAGI for the purpose of calculating the Premium Tax Credit on Form 8962 does not add back IRA contributions.

So, if I file joint return ( I am 55 and my wife is 52) with $117000 from W2 the maximum deductible contribution $2450? We both have employer-sponsored retirement 401K plan. I thought we can make a maximum deductible contribution $7000 which bring our MAGI to $103000
