Distribution source for a 1099-R

My mother was a New York City teacher, and upon her retirement, she took the proceeds from her 403B account and placed them into a regular (non-Roth) IRA account.  I inherited the IRA upon her death.  TurboTax is asking what the "source" of my distribution was.  

 

Since the funds originated from a 403B account, should I state that it came from New York State and City Education, or because it was transferred to an IRA, is that an incorrect statement?  Also, if incorrect, what is the correct answer?

Since the conversion was made before her death, you would not indicate this originated from New York State and City Education. You would report it as a IRA rollover from from a former government pension. See screenshot.
