Civil Service from USPS

Civil Service, is it public or private for Missouri tax purposes? The IRS questions whether a pension is Public or Private. The answer makes a big difference when working on Missouri state income tax. I want to make sure I use the correct reference.

Civil Service pension is considered public.  The instructions for MO-1040 state:  "Public pensions are pensions received from any federal, state, or local government."
