Can you e-file SSA-1099?

If that is your sole (Joint) income, it isn't taxable, and the IRS balks at efiling returns with zero income.  So try adding $1 of interest, and it should go through.

Are you asking if you can electronically file a tax return where Form SSA-1099 is entered into the tax return?

If so, yes, you should be able to electronically file.  If there are any issues with your return, they will be flagged by TurboTax in the review process of the program.
