Also, boxes 13 is also empty. But 14 has something in it. what do i put for 13

If there's nothing in those boxes on your W-2, that's exactly what you enter in TurboTax: NOTHING.

You should have added a comment instead of changing your question (which was originally about W-2 Boxes 12a, b, c & d). Still, the same answer applies to Box 13: If nothing is checked there, leave it blank in TurboTax as well. Just because Box 14 has something in it does NOT mean earlier boxes shouldn't be blank.
