State Filing (Illinois) Active Duty

I'm active duty military with home of record as Illinois, but stationed out of state.  IL doesn't tax military income, but I would like to confirm I owe IL taxes on any investment income, i.e. USAA mutual funds.

You are correct.  You are only exempt from military pay for duty in the armed forces, as a cadet, or for duty while serving.
