Yes.  TurboTax will ask you about that when you enter your 1099-R.  Eligible retired public safety officers can exclude up to $3,000 from their taxable income each year for health insurance premiums.  To be eligible:

 

You must be a retired public safety officer, which the IRS defines to include:

 

  • Law enforcement officers,
  • Firefighters,
  • Chaplains for these departments,
  • Members of rescue squads or ambulance crews.

You must have retired due to age/normal retirement or disability.   The exclusion applies to premiums paid for yourself, your spouse, or your dependents.
