Bottom line ... no matter why you did not get the stimulus check ... if you don't get one issued by 12/31 then when you file the 2020 return you can apply for the credit if you are still eligible for it. It is too late to complain to anyone or blame anyone or to file any kind of return since none will be processed by the end of the year at this late date.
