You don't always get it all back. Otherwise you wouldn't need to have any taken out and wouldn't need to file a return at all. If you make over 12,200 for Single you owe tax on the amount over 12,200 (24,400 for Joint). Then you get credit for the withholding on 1040 line 17. You only get the difference back.
