You have a couple of options.
If there is a "0" in box 3 of the 1099-R entry screen, try using your space bar to make the box 3 "blank".
If it is already "blank", enter a "0" or a "1" in box 3 of the 1099-R entry screen. The "1" entry won't change your return, but may clear the review error you are getting.
If these approaches don't stop the endless "Review" loop, your last option is to delete and re-enter the Form 1099-R with box 3 blank

After deleting this form (and associated worksheets, if any), log out of the program. When you log back in, you use the Delete a Form tool to see if they have been removed from the list of forms in your return. If they have, you should be able to re-enter the 1099-R and complete your return.
