Box 14a just refers to the first line for state boxes 14, 15, 16.
....some folks have a second state line when they move to a new state, and thus the software just refers to them as 14a,15a, 16a....and 14b,15b,16b to make sure they are looking at the correct state line.

NY is very picky about having a number in box 16, even if it is empty on most-or-many 1099-R forms.
Your solution is to put the vaaue of box 1 into box 16....even if it is empty on your 1099-R.
(some of us say it should be the value of box 2a if 2a has a non-zero value in it....but the box 1 solution is supposed to work)
