Retirement tax questions
A Pension is NOT Social Security.
SS is only on SSA-1099, and doesn't usually deal with NY or NYC tax payments.

I don't know NY and NYC stuff....but a Google search indicates that NY does not tax Social Security.
Don't know about NY City.

When you start SS, they ask you how much you want withheld for Federal taxes. I think they limit it to 7%, 10%, 12%, or 22% of the monthly amount. They have a form W-4V for that when you first apply for SS:
