You get a SSA1099 from Social Security. It is not a 1099R.
There is no Payer ID for a SSA1099. You are trying to enter it in the wrong place.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
