If you are a private citizen, you don't need to issue a 1099-NEC.  Only if you hired this person in the course of some business activity.  As a private citizen, you may issue one if you want to, but you are not required.  The caregiver is responsible for reporting their income from their own accurate records.  

 

Second, you can't download a 1099 from the IRS web site, that is incorrect.  If you were going to issue a manual 1099-NEC (and file the accompanying 1096 as well) you need special 4-part carbonless forms that you can only get by ordering them from the IRS (in packs of 50) or buying them from an office supply store.  It is better, easier, faster and cheaper to e-file the 1099.  In addition to Turbotax, there are a number of web sites that will e-file a 1099/1096 for about $5 each.

 

As to which version of Turbotax will help you e-file a 1099, I'm going to ask @VolvoGirl because I think she will know and I don't use that function.
