OH conforms to federal rules for pension distributions; box 16 should match the taxable amount (box 2a) on your 1099-R.
However, since OH starts with the federal adjusted gross income which pulls from box 2A (taxable amount) on forms 1099-R, the amount entered in box 16 does not affect the tax calculations for OH. The entries for boxes 15 and 16 simply allow any box 14 amount to flow to the correct state interview.
Box 14 should match your form 1099-R and box 15 should read OH and the federal ID number (if no state number given).
As stated earlier, if no OH state taxes were withheld, you can leave boxes 14, 15 and 16 blank (delete/backspace to eliminate stray characters).
