The type of Social Security benefits being received have never made a difference---what matters is whether he had any OTHER income. If the person you want to claim as a dependent has less than $4400 of income not counting any Social Security and they lived with you for the WHOLE year, you may be able to claim them as a qualified relative and get the $500 credit for other dependents.
