Sorry, no there is not any type of form you can use to get a credit for the child if you do not have any earned income if you are receiving VA disability payments.
The Child Tax Credit for tax year 2022 and the Earned Income Tax Credit are based on the taxpayer's earned income for the year. Without having any earned income those credits are not available.
