To answer your questions:

  1. You do not mail the Form 1098-T to the IRS. You will prepare the tax return for each year. If you have already filed a return for those years, you will need to file an amended return for that year. You will mail in the return to the IRS.
  2. When you prepare the returns for each of the years, you need to mail each return separately in different envelops.
  3. You do not mail in your 2019 Form 1098-T separately.
  4. If you have already filed your 2019 return through TurboTax, you will need to amend the return to add the information on the Form 1098-T. You will need to follow the steps on How do I amend my 2019 TurboTax Online return?

  7. You have until April 15, 2020 to file the 2016 return or 2016 amended return to be able to still receive a refund. 2017 needs to be filed by April 15, 2021; 2018 by April 15, 2022; and 2019 by April 17, 2023.
  8. All prior year returns and 2019 amended return will need to be mailed.
