To answer your questions:
- You do not mail the Form 1098-T to the IRS. You will prepare the tax return for each year. If you have already filed a return for those years, you will need to file an amended return for that year. You will mail in the return to the IRS.
- When you prepare the returns for each of the years, you need to mail each return separately in different envelops.
- You do not mail in your 2019 Form 1098-T separately.
- If you have already filed your 2019 return through TurboTax, you will need to amend the return to add the information on the Form 1098-T. You will need to follow the steps on How do I amend my 2019 TurboTax Online return?

- You have until April 15, 2020 to file the 2016 return or 2016 amended return to be able to still receive a refund. 2017 needs to be filed by April 15, 2021; 2018 by April 15, 2022; and 2019 by April 17, 2023.
- All prior year returns and 2019 amended return will need to be mailed.
