When entering the information for the 1098-T, a payment was made in December but credited by the school in January that is not showing on line 2, is the amount to be entered the total of all tuition bills or only what was paid by 529 withdrawal?

If you paid an amount in December 2016, you can include it as tuition paid.

Under box 2, on the 1098-T screen is a link: What if this is not what (student name) paid to the school? Click on that and you will be given a chance to enter what was actually paid in 2016.

Tuition paid includes all amounts you paid out-of-pocket, from student loans and distributions from 529 plans.

Thank you. Also, do I subtract the amount for room & board and dining from the amount actually paid to enter in the link?
