This error can occur when the date on the computer you're using is incorrect.  Check the date on your computer and re-file your return.

This can also occur if your forms are not ready for e-filing. Check this article to confirm if your forms are ready.

If your computer's date is correct and your forms are ready, uninstall and reinstall TurboTax and then ensure it updates to the latest version.
