The IRS is a government organization dealing with people that change kids, custody, addresses, etc. They never expected that all payments would be correct and successful. That is why you can get whatever is missing on your tax return this year.

 

I am not a part of the IRS, I did not help develop the tools, I don't know what they did to calculate your Economic Impact Payment. I only know that you can claim the rest now. When you fill in your taxes, you will come to the Federal Review section and you can fill in what you did receive. The program will calculate what you should have received and add it to your refund.

 

I have to agree, your numbers do seem bizarre with a $649 difference. I feel your frustration. I can only help with moving forward. Here is what the IRS published Get My Payment Frequently Asked Questions page .
