The Form IT-204-LLC is not supported for e-filing in 2017 TurboTax Business. You can go here State Forms Availability Table for TurboTax Business and it will show you a list of forms supported for NY.
Also, per NY's Department of Taxation and Finance: "Electronically file your Form IT-204-LL using New York State-approved software. For more information, see E-file Approved Software Developers for Partnership" and once you click that E-file Approved Software link, it will show you which versions are approved for that form for 2017 and the prior 2 tax years.
You may be able to contact NY State Department of Taxation and Finance to receive an e-file exemption for not being able to e-file that form since the software you are using doesn't support e-filing for it.
