Well if you want to use the URL as the shortcut, then right click on your desktop screen. Click on New and then on Shortcut. Past the URL <a rel="nofollow" target="_blank" href="
https://turbotax.intuit.com/personal-taxes/itsdeductible/">https://turbotax.intuit.com/personal-taxe...> in the box shown. Then name the Shortcut on the next window.
