You put them into the Federal section.
Then, they will transfer to the state section if they are allowed to be used there.
(Some states only allow matching of the Fed Std Deduction or Fed Itemized deduction.....whichever is use on the Fed. Other states allow itemized, even if the Feds use Std Deduction.. But eh Charity entries are made in the Federal section in any case)
